EES when arriving by boat?

That's not what's happening at the moment and contradicts the EU website which states the photo AND fingerprints will be verified.

Officially it’s fingerprint or photo to verify identity but both must be taken on “first” entry. First entry will in practice be the first time they can get you done.
It is what’s happening at the moment, perhaps just not to you. Schengen is a big place with lots of points of entry, you will not have much experience in the grand scheme of things so may be done down the definitive statements.
 
Looking again at the tech spec, there's a wish to emulated the US app system too at an undefined future date.

That may be useful if it's rolled out. Main issue seems to be though that the Member States are in charge of the terminals and the EU the data interface, interrogation and storage. Hopefully it won't be 1 app per state.

Okay, the EU EES website, the French government website and the EES technical specification must all be wrong then.

Our government advises either or on subsequent visits.

The spec for some systems, yes. Not all.
Nope, they all require a finger print scanner.

From the Frontex Technical Guide for Border Checks on Entry/Exit System (EES) related equipment.

in the document it lists the requirements for each type of border unit.

Self Service system:
Biometric capture devices: facial capture system and fingerprint scanner.

An automated border post consists of an SSS followed by an e-gate (either combined or separate)

Temporary equipment:
Fingerprint scanner (integrated or connected through USB cable or Bluetooth/Wi-Fi
connection) RECOMMENDED is a 4-4-2 fingerprint scanner, minimum is a single finger
scanner.

Portable equipment
MUST support as a minimum a single Fingerprint scanner connected through USB cable or Bluetooth/Wi-Fi connection. Software MUST check uniqueness of all fingerprints
captured and perform an automatic quality check.

It also seems to say every transaction with the central EES system requires a fingerprint image to be present in the data, although the central system may decide a check is not needed.
