Officially it’s fingerprint or photo to verify identity but both must be taken on “first” entry. First entry will in practice be the first time they can get you done.That's not what's happening at the moment and contradicts the EU website which states the photo AND fingerprints will be verified.

It is what’s happening at the moment, perhaps just not to you. Schengen is a big place with lots of points of entry, you will not have much experience in the grand scheme of things so may be done down the definitive statements.

First entry requires collection of both, so yes devices will need to be able to collect both. That doesn’t imply anything about subsequent crossings.
