Dropping a buoy

Supposing I want to drop a small mooring buoy and leave a small boat on it in an area that does not obstruct navigation/pose a danger what do I need to do?

I am referring to a quiet spot in the lee of an island and looking to leave a rowing dinghy there

Do I need a licence? No fixed structure/pile, just a buoy

Boat will be afloat or a month at a time

Will the EA tell me off?
 
If we are talking non tidal Thames then anything that floats requires a licence. Now! If you just dropped a buoy somewhere that wasn't immediately seen as a problem. It would raise some curiosity and eventually someone would ask questions. What the outcome would be is in the lap of the gods I would think. However it is fairly likely your dinghy would go walkies.
 
Bit more detail would be useful.
On tidal parts of any river permission would be needed,everything is owned or regulated by somebody.
