Why buy an older iPad? Better value.
No, it's lower price. Value is a completely different proposition and for my use the iPad Air is considerably better value than the 2

It doesn't "require" 3G, but it will use it if available. The internal ipad navigation app requires 3g for additional information...
We have a similar setup on the boat, though it's a slightly more complex system!A bit of a digression (although I think the OP is now happy) but I've just bought an AIS transponder with wifi. I've had it set up in the house over the bank holiday weekend, connected by wifi to my home LAN/wifi network. What this means is that every device in the house, PCs, tablets (android and mac) now has true GPS/Glonass available instantly. No time to fix posiition required.
It's odd starting OpenCPN or NavMon and instantly having position, speed, heading etc on the screen. It will be great on the boat as the whole family will be able to use their own tablet or PC to monitor our progress. OK, they're not that excited - it's just me really!
I'll keep my GPS dongle as an emergency backup but I have seen the future and I like it!

From my perspective it is better Value AND a much lower price. ;-)
That's probably true right now because you don't have one. Once you realise all the other things they can do the value proposition changes drastically.
On a side note, if you get the 3G version t-mobile PAYG sim cards offer a £20 every 6 months internet connection giving (I think) a gig a month fair use. I've never gone over and am a heavy web user (but don't stream video). Adding always on internet really does improve the value of the tablet even if you can tether.
