Not only into the sea. I have seen dog-owners shove a hose into their hairy dog's rear end for a douche. On the whole, the etiquette of returning the nozzle to a safe place on the reel is well observed. It's just the odd careless person who lets us down. The 2nd reason is that many drop the hose into the sea.. Regardless of all the compulsory non return valves they claim if there was a large fire and the fire brigade was pulling a large quantity from the water mains the hoses dangling in the sea could suck up the sea water and contaminate the fresh water supply.
Meanwhile over a mile of waterpipes can sit under the pontoons cooking in the sun with little water flow, but thats ok ?
The standing water problem is more important for those with showers, where legionaires' disease can be spread, which is why the one-minute flush is necessary, or better still, take the hose from someone who has used it.
