I'm going to make up some shelves and other simple plywood modifications within a cruising yacht - nothing that will get wet. Do I need marine ply? It will most likely be stained and maybe varnished......

I would used Exterior Ply which has water-proof glue (same as marine ply) But the ply can have knot holes which they fill up with a filler.
In Australia I'm sure we can get exterior ply with one good side though.

How much is the boat worth ? How long do you intend to keep her ?

I used WBP plywood with sealed sides.

Birch ply or WBP will be fine, just hunt around suppliers to find decent faces. If you're not going to tape or edge cuts, make sure varnish soaks well in.

I've yet to see a WBP that was wet or boil proof, and it's been a long time since I saw ply that was usable quality that wasn't marine ply. It all seems to be missing bits of wood, filler falling out and warped beyond rescue these days. For inside use I'd agree with the others though, if you can find a suitable piece then it'll be fine, but it won't be waterproof so make sure you cover it in something.

Sometimes in builders providers you can get marine ply that is intended for outside use and being painted and which is cheaper than marine ply for marine use. But a significant step up on Chinese WBP...(shxte)
I have used this in the past having obtained a sheet which is Red Faced... Like mahogany...(the base of my dingy is made from this quality, as are several bits below deck and two tables that are above deck.) All have lasted well...
