Hope you're aware that these are the fishing sort, not the MoB sort ?

I used a couple of kiddies fibreglass fishing rods for the 'masts', and epoxied the ends into some lengths of conduit I had kicking around. I wound a few turns of 1" glass tape around the bottom of the f/rod (cork handle having been removed), and the same about 4" further up, the OD to be a gnat's whatsit less than the ID of the conduit. Then smeared rapid epoxy around the glass tape and slid it down the conduit - which had had a couple of holes drilled about 2.5" down - approx halfway between where the two glass tape windings would be placed.
Then when the rapid epoxy was set, I dripped regular epoxy into the cavity formed between the two windings.

Weights - some time ago I bought what looked like 10mm s/s rod, which turned out to be nickel-plated steel (next time, I'll take a magnet ...), so I just Migged a length of that inside the conduit, after chucking the buoy into the local river to check that the weight vs float was about right. Got a few funny looks ...
