I’ve always found barbed wire adequate. If nothing else, the wire jackstays we had on our last boat was very effective in making intruder run the risk of getting some interesting fractures.
Or most likely hurt yourself climbing on.Trouble with a short piece of barbed wire laid on the sugar scoop is that one may be charged with causing injury to a minor.

out of interest - could I ask where the harbour is ?People, mainly teenagers love jumping and swimming in the harbour. A few of them misbehave and clamber on the boats. Not usually nefarious, more of a nuisance in general. Sometimes though downright disrespectful, and occasionally over the years doing damage.
As so often, this seems to be largely a modernity ting, since scoops are in the scope.Perhaps some old. Rope loaded with hull polish dangled accross the scoop. Would be horrible to grab onto but wouldnt harm the surface?
Sounds like it could workIf we tied an arc of floating net, say a foot wide around the sugar scoop It'd become very fouled.
Swimmers would be reluctant to cross it, but approach by dinghy wouldn't be affected
Might need to experiment a bit with attaching it to get the foul net to sit just right.
Maybe I'm worrying about nothing.
