Nahh, too easy.

Must be the latest stealth moneymaking idea of a pirate, having served his apprenticeship in a marina he has come up with the "mobile marina berth".
He motors up to a boat at anchor and ties up alongside. Wakes up the skipper and demands overnight berthing fees. When paid, he pops off to the next victim.

Why tf did I not think of this first?? Brilliant idea. Tax free too.

Well, my guess is - they fit a skip into the hole and then motor round getting visitors to fill it with their harbour dues.
