We've been there many times, the main anchorage, marked by buoys, is in Spanish Waters. You need to clear in and out at Willemstad, the capital Customs is on one side of the river and immigration on the other side over a swing bridge. Hiring a car is cheaper than taxis. If you want to go to other anchorages you have to go to the Port Authority with specific dates and places. There are free buses to a supermarket from the marina at the east end of SW and from a bar just around the corner from the anchorage to the west. It's fantastic island with good diving. There is a daily cruisers net with weather, bus times and many other things. Shout if you need more.
