Is this https://www.portchantereyne.fr/file.../Formulaire_PAF_plaisanciers_britanniques.pdf the correct PAF form for Cherbourg and do I need to email it or can I just hand it in at the marina office?

It is the correct form.
However, the email address on the form has been superseded and the new, correct address is dipn50-paf-cic@interieur.gouv.fr [I sent it to the email on the form and got a bounce back saying send to this new email address]
You are supposed to email it to them 24 hrs in advance but I suspect if you turn up with it in hand at the PAF (at marina or at the PAF office, depending on time), you will be ok.

The Marina has copies of the proforma so you can complete and hand in when getting your passport stamped

You wii also need to submit one when you leave. The border people are usually there at 10.30 and 18.30 to stamp passports but not always so. The marina people will know and are very helpful. They seem quite relaxed about the timing for getting passports stamped when you arrive and leave

If you arrive late and leave early you might miss the stamping though?

The PAF office on the Rue Dom Pedro is manned 24/7, about 15 mins from the marina. Went in on Thursday evening to get stamped out for Friday am departure.
