Can we come out to play ?

I think measures will include some 'leisure time' relaxations where 'social distancing' can be maintained. Individual marinas may have some discretion. Will they all want to exercise that discretion? what's in it for them?
They have our brass in any case!

The dutch, a nation known for a serious approach to life have apparently allowed sailing but with members of your household only and going and returning to your home port, not visiting a new port, that allows local day sailing or maybe anchoring off with no need for social interaction in marina showers or whatever, seems eminently sensible.
I am not convinced of the argument we put the rescue services at risk: transmission in the open is unusual, if needed for a tow, throw a rope 2 metres and dont put a crew man on board would cope with lots of situations.

plenty cycle during lockdown for exercise: what if they fall off and need help!

That is the subject of plenty of debate around the cycling/triathlete forums....

FWIW I don't expect any kind of relaxing of the rules concerning unnecessary travel and hence leisure activities. Local freedom is one thing, allowing the population to travel (and potentially take the virus with them) is another.

I was talking to my aunt in Germany today. Latest relaxation there is that they can now travel freely throughout the country. French border (fifteen miles away) still closed.

That's pretty much what Guernsey have implemented

I don't see any boating any time soon, how can they differentiate between boats and caravans along with second homes. We have been living with restrictions for some weeks the tracking app is still in test, I would like to anti foul my boat and go sailing but I think I will be gardening for a few weeks yet.

While wondering about getting down to the boat, slapping on some anti foul and going sailing, my mind is regrettably exercised with thoughts about second spikes/second lockdowns... if I get the boat back in the water I'd only have something to worry about if she's on a mooring and I can't get to her... I'm still 50:50 as to whether to just accept that the season is a dead'un...

As a recently born again (push)biker, I reckon I'm at far greater risk of needing rescue and hospital treatment on my bike than I would be on my boat. It's a scary thing to be going fast down a hill and seeing a set of pot holes in front of you, unable to move out because of overtaking cars. On the boat, yes, I could take a tumble or something, but I can handle the sails from the cockpit and if they let me down, I have an engine, plus the outboard for the flubber, which goes on a bracket on the transom and pushes me along quite nicely.

The predictions today (Thursday) are about the main message of "stay at home" being dropped. If so, I cannot imagine why we shouldnt be able to head to the coast !

You don't have to. Just say that nobody is allowed to spend the night away from their normal residence without good reason.

That would open it up to literally thousands of people heading from virus ridden cities to coasts for the day. far better to impose a distance from home restriction where those who live fairly locally can move around.

There is a strong chance that, if a "far better" thing is suggested, this government will ignore it completely :(

If reports are to believed then all we are going to see if a change in government rhetoric rather than the actual regulations being changed.

Maybe this will be enough for the various harbourmasters and marina operators to re-consider their policies - who knows?

That was my take - the rhetoric went further than the regulations ( i.e. limiting exercise) but i think people are so terrified and panicky over this ( the most scared in the world apparently if surveys are to be believed ) so the government will want to go slowly to make sure that the public trust them.

I could see harbours etc opening for visits by resident boats but visitor berths are the issue and probably closed. At best you might see some places where numbers are strictly limited and needing to be booked in advance and then with strict distancing between them - e.g. one boat per finger pontoon, marked passing places on pontoons, lots of wipes and sanitiser, regular deep cleaning of showers etc.
