Package will need to take into account the value of an NHS pension, I don't drive so a company car is no use to me and I'm not keen, for purposes of domestic harmony, to commute for more than 90 minutes each way each day.

Don't see "red petrol" happening. Even the force of the logic won't overcome the argument that by comparison, fraudulent use of red diesel will vanish from sight...
