That article is 2013. I have done tens of NO from 2013 to 23 and without it they never gave me a cancellation.
Also in the NO you get a free from encumbrances note, which is as equally important.
So I do not know what that article is on about. Yes I can understand the crew part is useless for yachts under 20 meters, but the rest makes you sleep in peace.

Broker say that NO will arrive 20 days after the sign....
Do you think that i can sing the bill of sales without nulla osta?

I see no problem in signing the BoS in advance, but only as long as it specifies that no money will change hands before the NO is available.

PS: coming to think of it, I'd specify also that missing the NO (within X days), the sale will be void.
