I will NEVER compare any anchors on rocks.. As anchoring in Rocks is what I call "Russian roulette anchoring" ..
Any piece of metal wedged in between two rocks will hold like hell... and on a flat surface rock, even the "Best" anchor will never hold...
From all tests.. the Bruce sets better than the CQR.. but the CQR's holding is much better..
Which one to choose??
I agree with you.. they both are old designs and the newer designs set better than either and hold also much better..

But LlOyd or Nato approval doesn't mean that it is a good product.. It only means that the product approved meet the manufacturer characteristics..
A weird Italian anchor is approved by the italian RINA (same as LLoyd or Nato in Italia) the "AMATO" anchor.. for an Holding of Twice its weight.. (about nearly nothing..) but is APPROVED..
Stone and rope , and latter one, the "fisherman" anchors have been used by Millions of Serious sailors (like Mageland or Christopher Colombus..) but it doesn't mean that these products didn't improve over time..
