Is TBT still used on ships or applied to military vessels?

Not on ships. They were given longer to stop using it than leisure craft, but it's at least ten years - probably longer - since it was banned for all vessels. I'd be surprised if it was used on military vessels; it's presence on the bottom of a boat might give rise to unwelcome inspections!
