In one of the resort marinas in Fiji, Muscat Cove, they have a small harbour with a surge barrier and a large central mooring buoy. All the yachts are moored bow to the buoy and aft lines are taken to the shore. I understand that each boat is then tied to the next, and the lines are at least doubled. A hurricane hit there a couple of years ago at 100+ knots and all the boats survived, although covered with palm leaves and bugs ..... but then there was virtually no fetch ... an ideal hurricane hole provided the boats that are beam to the wind don't tangle rigs with the next one.
