algarve restaurants with moorings

As Ludd says, there aren't any - no quays to go alongside.

Anchoring in the Ria Formosa is your best bet, either off Culatra where there are a few bars/restaurants or, up the other chanel towards Faro where you can anchor by green 21 buoy and dinghy into the small boat marina. Faro has everything from big Macs to expensive and posh.

Alternatively, you can anchor in the Guadiana between Ayamonte (Spain) and Vila Real (Portugal) and dinghy to either side. Up the river at Alcoutim is good although quite hot in July/August. 10 euro/night on pntoon or anchor.
 
If you're still allowed to anchor in Portimao, it's a sheltered 3 minute dinghy trip to resturants in the marina.
 
Anchor in the Alvor lagoon (just east of Lagos) and you will find a Portuguese restaurant (can't remember the name) with a big terrasse up on the hill overlooking the lagoon and your boat - food is GOOD there!

and as you come ashore at alvor the glass fronted one on the right of all the rest of the water front resturants is great.

If on your way you should stop in Cascais just before Lisbon and if you like meat dishes, within the marina complex is a restaurant called "Entrecote" which serves - well, different starters and then, and only, the BEST entrecote I have ever had with unlimited helpings of pommes frites.

If you do not want to frequent the expensive marina you can anchor just off the marina entrance in a bay and dinghy in.

I suspect that you mean the Casa do Rio. Great setting and v good food. Prices reasonable for a resort restaurant. No connection etc etc.

Called "batatas fritas" (free tash) if you should need to ask for them in Portuguese
 
There are none. The west Atlanic coast has swells and big seas breaking at times. The south coast has no sufficently shelterd bays for a restaurant.

Enter the breakwater at Portimao go up the river and pick up a mooring at Ferragudo on the starboard bank of the river, there are a few good restaurants there and they have a tin can type catarmaran that that will take you ashore if you give them a shout, or use your dinghy and tie up at the quay, good standard fish and seafood to be had there. Or just inside the breakwater there are at least three good restaurants on or just off the beach, one a particular favourite of Jose Murinho who has a house on the hill overlooking the beach.

Or as previously mentioned, anchor of El Farol, dinghy in, and there is a good restaurant on the Island, I've never had trouble anchoring

I assumed he meant on the coast because he didn't mention rivers. The are, for example, restaurants on the north side of the Olhau lagoons where you can anchor and take the dinghy. But I didn't think that was the sort of thing he was asking for. The river into Figuera da Foz is another example.

Even so the beaches are often calm, and many boats anchor just of the beach on nice days.
