I'm not sure to have understood your doubts.
The basic logic is simple, though: engines choice should be driven by the required application.
A thousands miles passage isn't the typical pleasure boat usage, and requires the engine(s) to run continuously for days.
That is exactly the application higher rating engines are meant for.
If the boat requires 120hp at displacement speed/load, a single C7 A rated is probably just fine.
An E rated C18 would mean having a useless power reserve of 900hp...!?
What did the builder recommend on this subject?
I'm possibly radical with A rating, but using E rated engines for such a long range boat sounds a bit naive, either.
And as I said, there are other options in between.

IMHO i would not fit a third unit - I would reduce the size of the units to say 700 man,s and be content to run at 650-700 rpm and enjoy the fugal fuel usage - if you have two units its unlikely that you would loose all power at the same time so safety isn't a problem.
