West fairing compound is a ‘microlight’ filler (akin to - if not quite the same as microballoons) with some silica added. The brown stuff is the microlight, the white stuff is silica.

So you’ve already what you need, I think!
Unless he wants some strength to stop the keel falling off.
 
That is quite a big hole and could do with digging out to get to sound laminate. May well be worth using glass fibres to fill the hole and then finish off with fairing filler. Void like that shows one of the downsides of moulding for encapsulated keels. Horrible job getting down in there to consolidate the lay up which is why you often see this sort of problem on boats of that age. Fortunately there is usually enough material in there to make it strong enough even with the voids.
