The point is they are not attached to anything, except the cable itself. These connectors are tough, they can take being stepped upon.

turns out it's not just me that thinks there's a need for a standard.
Widely used for bike and scooter battery chargers, the seem pretty robust but I have not seen waterproof ones.
Booker Gliding Club wire theirs with the opposite polarity from everyone else's, so that if you steal one you blow either your charger or your electronics, depending on what you plug it into first.
