My understanding has always been that the left dial indicates the year and the right dial the month, so in your case 2008 and Month 5. You can probably test this against the age of the boat.

It could be that the screws are tapped into an aluminium plate bonded into the fibreglass in which case corrosion may well have 'welded' them together, in which case an impact screwdriver may be the best tool.
