I've got one, but without the clamps.

It's only trim. It sits on the cabin lining where the mast comes through the cabin roof. It makes for a nicer view if you are in your bunk looking upwards.

It's removable to make it easier to get the mast in and out.

I wondered that too, but how do you get at the catches to do it up, and why is it so thick?

daft thought. to stop a worn boom roller reefing gear from slipping from selected position!!! said it was a daft thought.

It's a removable Crows nest to keep lookout at the top of the mast. The lookout can shout " Land Ahoy" or check for coral
when approaching Carribean anchorages.

Yep, I'm going with this, there's some more pix with it fitted to the mast attached below. Plevier's point about not being able to reach the clamps is a good one though - perhaps that's why it was in the locker when I bought the boat instead of being fitted to the mast ?
