It's the Elmley channel buoy in the Swale.

I'm very familiar with that buoy. With my CG hat on I was once called out to a report of a nav buoy washed up on the beach at Herne Bay. It was that one. Rest of the team were very impressed when I said "I know exactly where that's come from!"
