You are wrong. Read col regs. A rowed boat is a powered vessel.

Oh dear - ColRegs say quite clearly that ' The term “power-driven vessel” means any vessel propelled by machinery.' Also,Rule 25 relates to Sailing vessels underway and vessels under oars.

Regardless of ColRegs. my response was with regard to craft registered for use on the non tidal Thames which are either powered or unpowered.

If you believe that a rowing boat is a powered vessel please convince the EA so that they can charge powered vessel registration fees ! :D

Sorry you are wrong.

A machine is defined as something that gives mechanical advantage, which includes a lever on a fulcrum. What is an oar if not a device to obtain mechanical advantage using a fulcrum.

The PLA do not agree with you any more than anyone else does. They are simply stating how they wish rowing boats to interpret the rules for their specific purpose.
If a rowing vessel WAS a power driven vessel then the PLA would not need to tell them to act like one :D

ColRegs rule 25 specifiy navigation lights to be shown by "Sailing vessels underway and vessels under oars". Nothing else.

Which means that vessels under oars are NOT power driven vessels or they would be covered by the lights for power driven vessels rule.

Anyway, as I said earlier, we are not discussing colregs but EA differentiation between unpowered and powered for registration purposes.
