The PLA do not agree with you any more than anyone else does. They are simply stating how they wish rowing boats to interpret the rules for their specific purpose.Plus the Port of London Authority agree with me:

ColRegs rule 25 specifiy navigation lights to be shown by "Sailing vessels underway and vessels under oars". Nothing else.
