A rather large and clumsy clock oiler?

There's a thought, the boat did actually have a clockwork clock!

So how does that work? The bit with the spike is solid, do you put a bit of oil in the hollow bit and dip the spike into it? Must say, my mother had a load of brass items including several ash trays and things made out of WW1 shell cases. This item resembles those in crudeness, is that a possibility?
