What's this, off Seaton, Devon?

Experimental wave power generator. Generates power due to relative motion of parts along the "snake", rather than relying on a seabed tether.

That's my guess anyway.

And the buoy is an "isolated danger" mark.
 
The seaward end of Tesco's gravel pipeline? If so I don't know why all their equipment wasn't removed- perhaps they are intending to make further use of it?

EDIT : Just re-read the OP, it's probably gone now!
