What's the best way to clean boat cover plastic panels/ windows?

I heard Windowlene is a good cleaner ... and some say it actually helps preserve the covers windows ...

You could try a product that is made for the purpose of cleaning the windows such as the examples below but in my experience the only solution when the windows start to lose their transparency is to replace the windows.

If it is a spare cover why do anything?
 
Try toothpaste and a tooth brush if you have units of time to fill or a cloth to apply if not on small part - if no difference and pledge doesn’t work probably beyond salvation
 
If your windows are scratched, try polishing the scratches out with Brasso wadding (used to be called Duraglit in old money), it's a very very fine abrasive polish, easy to use and a good alternative to toothpaste.
I find it easier to use and less messy, but each to their own.
Then use Pledge as the final finish.
