What is this rope and tackle for?

This was on the boat. The owners notes mention a handy billy but I am pretty sure this isn’t one. It’s heavy duty. To give you an idea of scale the rope is 18mm. It’s a 36 foot 8 ton boat

A handy billy for lifting the engine out. Keep it safe as you might need it one day. Use it between the fork lift and the engine . Just need to find the lower block and rope.
 
not necessarily incomplete, it's quite likely the other block is just in use on the boat somewhere and can be temporarily borrowed as needed.
 
I suspect it might be part of a DIY MOB recovery kit.

The short strop goes over the boom and clips on to the snap shackle.

Somewhere on board you should find the other double block with another snapshackle or strop, and a length of 10mm-ish line to complete the purchase .
 
Am just going through all my lockers to remove workshop type tools and "might be useful" materials now that I have storage space ashore. I found two handy billies fully rigged, 1 x 4 part and 1 x 2 part, but had not used them in the twelve years with this boat. When I had to lift the engine to replace the rubber mounts I could have used the boat's gear, but instead made a wood gantry and bought a chain pulley set as it gave me far more fine control.
