What is the best tool set?

I'll second that. The most used tool on my boat is a vice which clamps on the companionway steps. The second most used is a hacksaw.
Of course I have lots of other tools on board but I would not like to go to sea without a complete set of ring/open jaw spanners, socket set, screw drivers, "stanley" type knife and a cordless drill fully charged + set of drills.

You forgot the hammer, and for that matter, the chisel to go with it.

I friend has a tale of breaking down on his (Italian) bike in the Alps. A German rider stopped to help, on an old, but well-kept BMW. Mate says he just needs a hammer to persuade a shift rose-joint back into place. BMW-rider produces a comprehensive and immaculate tool-roll and asks "Would you like to borrow my small hammer or my large hammer?" :-)

The good thing about hammers is that there is none of this imperial/UNC/UNF/metric/fine-pitch/Phillips/Pozidrive, etc. nonsense...
