You can only get in and out at certain states of the tide.

There's probably some obstruction that prevents access at lower levels of tide but allows you to float over at higher levels.

It’s not a stupid question, you couldn’t possibly know what it means without asking, could be myriad reasons.

At Plymouth Yachthaven Marina, 'restricted access berths' are usually O pontoon, the main walkway closest to the shore.
If you have a berth along here, you may well be floating at LW, but there won't be much, if any, depth right next to you, certainly not enough to get past the next boat along.
With a decent rise of tide, you can get in & out, but generally this area is best for shallow draft vessels, or boats that hardly ever go out...
