what are these two metal strips used for ???

what are the two small metal attachments above the strips? Are they in line with the strips? Wondering if it's to attach some kind of ladder for swimming
 
initially I thought this but cannot see how it would attach ...
Not directly of course, but the two strips could hold the o/b mounting plate.
Are the screws passing through the transom and bolted, or not?
Actually, also if not, they could still hold a very small o/b, I would think...
 
They look very much like the mounting brackets for the folding ladder on my boat; except that the brackets on mine are on a horizontal surface; would the 2 metal pieces above the brackets be suitable for securing a folded ladder in place ?

Edit; the small pieces look live cover retaining clips; Maybe there was another method of holding the folding ( or telescopic) ladder in place when closed . e.g. a velcro strap for a telescopic ladder

far too sturdy for the boat size to be a boarding ladder (and they are normally fitted with a fold away peg rather than ladder and there is an absence of a grabrail), an auxiliary there unlikely as the tiller would be all but impossible to use and quite unlike anything I've seen before. My guess and it is just a guess, is it once held a live baitwell for fishing.

Bait well sounds feasible .. I think I'll just leave them on in case someone has a matching whatever it is that goes there :)
 
They are part of a kit to hold a small outboard. I Had one just like it many years ago but it's missing the part that slides in and where the outboard is supposed to be attached.
