What are these fittings for?

Inside or outside?

Could be for a gas strut supporting a hatch ?

Outside, the fitting above is a cleat with a hole through it which I use to attach ski line.

looks like the type of button stud that canopies clip onto - could it be from a previous outboard cover? fixing doesn't look strong enough for much else
