Wet and dry sandpaper

Soap effectively makes the grade higher. for instance when preparing top quality car paintwork 1200 grade followed by 1200 with soap bar rubbed onto the paper gives a super smooth surface for a paint like cellulose which will sink into imperfections
 
The loss of skin from wet fingertips when rubbing down without a block happens remarkably quickly and if large areas are involved and you have wrapped W/D around a block of wood wear rubber gloves!!

Using fine wet or dry dry clogs it up in arund 15 seconds, after which you are just rubbing paint residue over the paint - scrubbing at it can warm it enough to soften the surface and to tear the original paint film - giving you a whole lot more work to flat it off again!
