Re the Garmin GPS, then my understanding is that the Basemap is 'Worldwide'. The bluechart data sits 'on top' of this and is available either through the pre-programed memory sticks or downloaded from the Bluechart CDs. Still not had a chance to try in the uk but it certainly worked well in the US.
