volvo D9 wont go past 1100 rpm and no boost press

I have volvo D9 500 and while cruising today at 1800 rpm I suddenly hear the engine slow down and see it was at 1400 rpm. It would not go past 1400 rpm so I head to port. It will now only go to 1100 rpm and there is no turbo boost press. I changed the fuel filter, air filter and turbo pressure sensor all to no avail. I will pull the filters out and check if turbo spins freely tomorrow. any ideas of what may be the problem? cheers

I’ve read your pm , I’ll give it some thought .
 
there is a rubber pipe connection from the charge air cooler outlet to the inlet manifold - check it hasn't split/come off. Is the engine showing any fault codes?
