Checks across borders joining EU countries are much less than checks across the borders of the EU itself. The delivery company I used last year to transport a boat from Sweden to the UK has never had problems on that journey, but has got horror stories of delays and beauracracy bringing boats back from Norway.

Imagine the customs cafuffle you'd cause if you tried to import permanently a boat from somewhere like Russia.

My information is that VAT is payable no matter when it was built.

Correct!
Anything imported from any non EU country in liable for VAT (unless exempt) no matter what age
and is payable at port of entry at that countries prevailing rate!
