Probably fine on a solar (small) panel. The presumably lithium batteries will have a charge controller built in battery compartment. The suppplied mains battey charger will show voltage and current rating. (hopefully it does not have the charge controller built in to wall unit) Don't worry about current rating but voltage indicates min. voltage needed from PV panel. I would connect PV panel direct without it's own charge controller. Thus probably max PV volts 18 to 20 should be enough for torqeedo battery. That voltage gets dragged down by the current drained from the panel so for a small panel (10w ) no harm can come to battery.
If toqeedo provide for charging from a 12v source then definitely no concerns. ol'will
