to insure or not to insure

In your case, based on your percieved value of your boat you probably could not justify the cost of comprehensive insurance.
This is especially the case if you need a survey with it's added on costs before anyone will insure you.

But

You must get at least third party insurance.

It is not expensive and very easy to get.

Without it you expose yourself to considerable financial risk.

Those might include. Hitting another boat, injuring someone, causing a much larger craft to divert into too shallow water and many other possibilities.

You will also find that you are not allowed access to many places unless you have at least third party insurance.
