It's simple, check the tide direction and wind direction then leave when both are in the same direction and leave when the tide is about to turn in the direction you are heading. Wind against tide in the Straits is a nightmare, stay put. Three things to watch out for: ships crossing your track either side of the rock plus fishing boats, sometimes there is a no go area where they are dredging.

+1 for getting the tide and forecast right; winds often howl through from the Atlantic. We spent an awfully long time motoring but virtually stationary looking at the Punto de Tarifa when our navigator for the day misjudged the tide.
