Thorneycroft bleeding

I needed to bleed the fuel system on a Thorneycroft 2.5 litre engine. Never been a problem before, but on this occasion I couldn't get fuel to come out of the second bleed valve, the difficult one to reach between the injector pump and the engine block.

Does anybody have any ideas what could have been causing the problem? Fuel still reached the injectors, but the engine wouldn't start!
