What a missed opportunity, no exposition about why it's like that; the IMO who set the rules on minimum manning are thoroughly in the pocket of shipowners who want everything as cheap as possible, so minimum manning is in fact dangerous when the crew are working intensively such as in a canal, in short sea conditions or in harbour working cargo. Cheaping out is what brings us FOCs and the slopey-shoulders associated, the same IMO is ultimately responsible for disgraces like the Wakashio and disasters like the Rhosus.
