So you think he took a decision he knew to be wrong, to avoid being later criticised as "wrong"???
He ducked making any decision by referring upwards, safe in the knowledge that the outcome would no longer be his fault. Whether that be harm to the Chandlers during a rescue attempt or later in a mud hut in Somalia. It's a win win
BTW have you thought about applying for the "modern" Navy? IMO you would fit in well
