as i understand it the SWR meters can be used to measure power as well as the SWR (standing wave ratio). For the power measurement to be accurate you need one for the correct frequency range. For the SWR measurement, any one will do because it is a ratio, not an absolute number.
Think of it like a wrongly calibrated speed log. No good for telling your actual speed, but fine for letting you know you have just doubled your speed.
