Swim ladder design

Anything less than 24" is a waste of time and money, 36" is probably at the sweet spot of the useful/expensive/not too ugly cocked hat; more would be nice but unless your transom is huge it's either going to be hideous or have more joints than a Bob Marley concert.

The answers are pretty much here - go as deep as you can (within practical limitations). Also, handholds above the ladder are very important. A deep ladder with no way of supporting or helping yourself up is impractical also. This doesn't have to be anything fancy - a rope with a loop in the end will be a good starting point....
For those who have used a swim ladder a lot you will know that hand holds well above your head are as important as steps for the feet. You need like steps for hands so you can haul yourself up. ol'will
