Let the base stay at an angle, cut the pipe just above the base at an angle such that when it is turned and mated back together it stands vertical.
You surely know someone who can reweld a stainless pipe.

I know who can make the pipe let alone reweld it ... and for a lot less than chandlers price !

Sorted then ! A bit of insulating tape over the end will make it even harder for water to enter.

I was hoping to find an over counter solution ...
I will be visiting boat when weather improves - to measure the deck hole and the remaining bit of fitting still there ... its an hours drive instead of the usual 10mins so I plan jobs to do when there.
One idea we had was to use flexible plastic pipe through the existing fitting ... and then bend to create a swan neck ... but I think it would look terrible ..

self amalgamating tape; it sticks to itself and cables without any glue and comes off cleanly e.g.:

Internal diameter of the fitting is 24.6mm ...
Here you see the angle fitting has to the deck ... and the proximity of self-tacker rail etc. The black 'blob' at rear of mast-step is the mess previous owners Yard used to seal the cables through the fitting ...
Here's another view .. The cap taped on is actually a cap from a large plastic container !
The ID of the fitting is 24.6mm as said ...
Later (it was bitter cold wind today up on the boat) - will remove the fitting to get a measure of the actual hole cut for the fitting ...
I am hoping that I can replace with a suitable fitting that utilises same hole ...

The angle looks to be about 30° from the vertical.
An option could be to drill vertically down through the hole, push a vertical 'snorkel' down through the hole and weld the mounting plate to the snorkel at the appropriate angle.
