If you are alongside a pontoon or marina berth I would recommend you fit fixed fenders to the pontoon. You can do this with Fenderfix (they have a website) gadgets for about £60 plus the fenders. This means that the fenders cannot roll up from the pontoon when the boat is rolled around. You can also try the spring rubbers in your head rope and stern rope to stop snatching on your cleats.

If you are on the piles alongside another boat, then try the Big AVON inflatable fender , mounted fairly low down, and again the ruber snatch sperings on the ropes beteween the boats.

Seen the problem a few times, leave the boat moorings a little looser, many times people have moorings to tight (let the boat move not bash against the pontoon),do you use round fenders try using the ballon type they keep the boat better off the pontoon.
Agree pontoon fendering is good but expensive, you can buy a lot of other boat fenders for less
Other than a tidel dam sorry can not help further

Happy boating
