Stopping a leak - help please

Today I tried to replace the taps in the heads. The new tap set had fittings at the bottom that were a screw (to attach to the inlet water via an adapter of some sort) and a nut (to remove the pipe that feeds into the tap) ...combo. The old was just a pipe onto which the water pipe was jubilee clipped. The old tap pipe is smaller in diameter than the new tap pipe. Problem - attempt 1 was to cut of the above described combo to just have a pipe, which I then jubilee clipped the plastic water pipe to, water everywhere when the pump was switch back on. Attempt 2 saw me insert a plastic "liner pipe" inside the water pipe and double jubilee clip. Same result. Any tips on how to resolve this would be most welcome please.

A hose tail fitted to the screw fitting on the tap, or if you are lucky to fit/ solder directly onto the pipe stub you have left
 
It's possible to buy compression fittings with 2 different size ends..9 mm and 15 mm I recall is one type, would that connect the tap pipe and the supply pipe?
 
Can anyone recommend a sealant that i can use? Not down at the boat until the weekend and i have turned the water pump off and the pipe end is higher than the water tank.
