I have read somewhere that it is possible to renovate areas of an inflatable dinghy which has been affected by the sun (sticky areas on the tubes) by scraping off as much as you can with a plastic scraper and then using something such as T-cut to remove the rest.
The infatable is a Yam 280STi

Does this sound right?

If so is there anything on the market which can be applied to try to stop this happening again?

Assuming the dinghy is PVC, the stickiness is UV degradation, I'm not aware there is any treatment. All you can do is stop it getting worse by covering it with (say) Sunbrella. Otherwise it is terminal.
 
There is one guarateed way to renovate when they get to this stage. throw some petrol on it and set light to it. I guarantee that shortly afterwards your (new) dinghy will be fine!

Consider adding a UV protective coat to the new one like this
